People are entitled to list their house for whatever price they want, for whatever rationale (not in any rush to sell, wanting to buy somewhere more expensive, simply chancing their luck etc.). Zoopla estimates can be vastly out of proportion and are not up-to-date in terms of actual demand for properties in the area. You can make whatever offer you want in line with what that property is worth to you at that particular time, however going below the home report value and/or the offers over value means you are unlikely to be accepted, however you don't know until you try. Most sellers will engage in conversation about their situation so you can gauge how likely they may be to accept a lower offer.
