If they don't charge more there'll be no service as it'll have gone bust. It either needs to drop a tiny amount with off peak jumping in price, so it's flat rate or stick with current system.
Which was the point of my post. Only other way to do it would be only run certain trains at rush hour, which wouldn't be a great service for anyone
