yes, i get that a full train is cheaper per passenger to run, that's pretty obvious. that's how the trains can be run basically empty the rest of the time without making a massive loss.
Given the number of rail and bus routes that only exist due to subsidies as it is, a shakeup of the system is needed, but I honeslty don't know how to do it without risking cutting off entire communities because their town isn't profitable to run a service to.
