I'd consider that a bad idea, because all kids that don't drop litter would be punished for others doing so, leading to resentment.

Good idea, but crime / bad behaviour has been shown to be deterred much more by likelihood of being penalised, than punishment harshness. Either that means *many* more litter wardens (do they even still exist?) or some other type of surveillance, both of which seem expensive.

ISTR reading that the bins are a relatively small part of council expenditure, so a modest increase, specifically for this purpose, might have a significant effect.

Again, this is too close to punishing the wrong person for my liking, and will make it even less desirable to live in already shitty places. It's possible that people end up outsourcing this to private waste firms, and we're a step closer to privatising the bins (wrong direction imo).

Nothing to criticise there, although it would be nice to see some actual substance: providing PPE, pickers, bags, H&S training, etc.

Ultimately it's down to the "just don't give a shit" mentality, and unless we can get rid of the people with it (feel free to incorrectly assume I mean through education) the problem will persist.
