Off-peak is a sham because the prices are massively inflated to target people who can't travel at different times - that is, people who have to make it work in the morning and get back again the evening. It can't possibly incentivize fair paying customers who absolutely must travel those times to travel at a different time.
I mean, imagine your energy company increasing your electricity price by up to 70% in the morning because you must take a shower, just to take the load off the national grid.
