I don't fully disagree with you, but it would be refreshing if the council's response to issues would be honest.
When people petitioned for more bins, I'd rather they outright said "we don't have the money" than whatever bullshit they gave about the bins being underused.
You may be right about the centre, but other parts of the city you can rarely find a bin not overflowing.
