I’ve seen the opposite, currently work for a small aerospace manufacturer and my god the guy simply refuses to invest in any of his staff. Worked in building services before at a small consultancy which was a lot better for mentoring, but was operating on a shoe string budget. Although in both cases they where <30 man companies.

Contrast to the two national/multinational companies I’m interviewing with currently which both have said my first 3 months would basically just be training to get all the certifications I’m missing. Considerable pay bump too.
