It’s drivers discretion. The rule about a bag is unreasonable. Who carries a bike bag? There seems to an urban myth that bikes are filthy oily items that ruin everything that they come into contact with. A chain may have some oil on it but not enough to cause a serious problem.

On the older buses you can only store the bike sideways in the lower luggage section. The biggest risk is the bike itself getting scratched or damaged as there is no way to secure it. I have put my bike in there before but it came out unscathed.

The newer buses have dedicated bike storage at the back but the problem is that you can an older bus with a grumpy driver on the way back from your travels.
