If it's a uPVC door, you could try adjusting it yourself. There are usually adjustment screws underneath the hinges - YouTube has some helpful videos. Failing that, a cheap roll of draught excluder tape will keep the cold draught out.

Whilst it may seem counter-intuitive to be stopping draughts and also being told to increase ventilation, i guess the key here is getting ventilation when and where you need it, so you're not constantly losing heat and wasting energy.
