Not sure if this is accurate but I had heard the plan was to demolish them and build new flats so the majority of people were moved out but some landlords refused to sell or perhaps they weren't being offered enough by the council. So those landlords kept renting out the flats and as there's so few people there the buildings fell in to further disrepair.
