Mine are somewhat the same, although they do allow phoning at any time of the day, and they will book you in for a phone appointment same day or the next. Which I am fine with, but the doctor asked me to book in a F2F appointment and that's when the confusion really started, they can only book you in up to 2 weeks in advance, with new slots coming in about once a week, around Wednesday lunchtime. Our receptionists are actually quite nice and so tell me when to phone back, but it's a confusing system.

They also used to have online booking which has not been turned back on since COVID, and I just think that's a much easier way to do it all round. It means you aren't doing a back and forth over the phone to check if you are available at the time offered and you are surely saving the reception staff work by doing it yourself. Suppose there's an element of people abusing the system and booking themselves appointments when it could just as easy be done over the phone, but they could do an initial phone triage and then provide a one time password for online booking which could prevent that.
