Talk to your factor first. They are likely to be hopeless, but they might have some information.

Then talk to your neighbors, or their landlords. See if it's just your flat, or the whole block that's affected. That will affect what the issue is. Anyone who's lived there for ages will be able to tell you if it's an old issue better than any arsehole in a suit with a fancy degree.

Finally, if it's a big issue, get one of those suited arseholes in and have a look. A building surveyor will look more widely than an engineer, but won't be able to comment on structure as much. A rot specialist will pretty much diagnose it as joists rotting at the ends (which in fairness they might be) and hardly look at anything else.

I'd recommend a surveyor, but that's cuz I'm one.
