It could be a defective electricity meter, (unlikely), or an appliance is on for too long causing an energy drain. Defo look at your water heater. It may well be that the thermostat is defective or set incorrectly and on for too long. Another option is electricity theft by a neighbour. More and more of this will be happening.

The best way to check this is to use a clamp meter on the incoming live meter tail and see what actual current is flowing. You can also get a smart meter or a clamp on wireless energy monitor.

The arithmetic is simple. Power = Voltage x Current. A kWh is used up when a 1kW appliance is used for one hour. A 250W appliance will then use 1 kWh in 4 hours.

If you are able to monitor the current flow then for every 4 amps being drawn you are using approximately 1 unit per hour. The exact value depends on the line voltage which which is normally around 220V - 250V.

It should be easy enough to work out what the issue is.
