Antisocial noise hours are considered from 11pm to 7am as per the Antisocial Behaviour etc. (Scotland) Act - not 10pm as many seem to suggest. Neighbour should have expected if someone is moving in there might be a bit of noise but really not much they could say apart from politely ask to keep it to a minimum as a courtesy.
