I wonder if the neighbour complained at the first opportunity to set down a marker kinda thing?
It sounds (excuse the pun) very harsh to complain at 9pm the only time they have heard noise from your flat. Also, how much noise is one person with an electric screwdriver going to make from a downstairs flat?
