Public ownership doesn't have to mean one thing, that local, Scottish or UK government owns and operates it; there are (probably) several variants and possibilities between that and the current system. Off the top of my head there is scope for allowing community owned businesses and cooperatives to be involved in providing transport and insisting / encouraging within the tender process that unions and communities have representation on boards on more typical providers. I'm not an expert by any means but thankfully there are smarter people out there.
