Barely anyone lives in the city centre, only 20,000 compared to 600,000 within the city boundaries.

Country parks are not the same as a town. Almost certainly when most folk refer to place being souless or crap it's due to the poor town centre and lack of amenities there. I'd wager most people to Hamilton because it's affordable, not because it's the best location or environment for amenities.

Those housing estates are car centric islands, all they do is add car traffic to the place outside of Hamilton they work or socialise in. Hamilton would've been much better served by created houses that are community orientated and walkable to amenities and public transport.
