Yet again, when we would be working in streets we'd have people complain to us regarding dumped rubbish on patches of grass or the side of roads. Our response "that's fly tipping and you'll be wanting to speak to your neighbour". Sometimes it would be the person who dumped it who would act the innocent neighbor and you can see right through it. So no I disagree, councils shouldn't just pick up after people doing this. It teaches them a lesson and allows the neighbours to hate the person responsible. Then you get a bunch of complaints and people stick the culprit in. Then the person gets notified and if it doesn't stop, kicked out or other action against them.
