Pretty sure the law is open on whether food must be purchased for kids to come in, its at the discretion of the licensee if the place is mainly a restaurant, if mainly a bar they should provide some facilities if they want to be kid friendly & put it in their operating plan. Some places dont want to do that.
I think it did used to be the law pre 2005 though.
