Parking in private car parks (not on the street / council car parks - whose fines you should and must pay) is all about acceptance of a contract.

Fundamentally if it ever went to court they would need to have proof that you read and agreed to the terms and conditions of the car park that explains the times and charges (like CCTV of you physically reading them).

It's contract law, not criminal law, that's why it's a charge, not a fine. They're trying to charge you for breach of contract ( which you can always explain away as never accepting).

That's why it's possible to ignore them.
