It hasn't. I had one from Euro Carparks earlier on this year.
You get the "fine" letter, then a doubling of the fine, then the threat to pass it to a debt collection agency, then a letter from the agency (who are an offshoot of the parking company) threatening to take you to court. If you don't respond to any of them, they move onto the next gullible victim.
