I'm 21k, 42 hours. Minimum wage. I am struggling. I live alone in a 1 bed flat in a low cost area and I don't have a car or kids or debts or subscriptions nor do I smoke.

I won't feel comfortable until I have 30k tbh. I need about 23k to offset the increase. That'll go up by another 2k by the end of the year. That's 25k to be where I was a year ago in terms of ratio. Another 5k would give me a buffer in which I'd say I'm not worried. But, that will quickly change because in case you hadn't noticed, coats only ever go up. Never down.
