We expect the road to be safe for light and slow vehicles as well as heavy and fast vehicles, and that's not necessarily a reasonable expectation.
At the lower end, a bike and rider could be 50kg, or even less, while a lorry could be 44000kg. Given that collisions between vehicles are realistically unavoidable (expecting every road user to be careful, considerate, and competent is definitely unrealistic) it's crazy to make them use the same bits of tarmac.
There are solutions, some crazier than others (more bike lanes, reducing maximum legal vehicle weights, crash testing bikes...) - how many of those could work, politically?
