It's like with the cars on the motorway: if you overtake a bunch of lorries and someone wants to change lane in front of you, you might choose to let him in, but you don't have to, as he is the one changing lanes, so he has to give way to you. You have right of way that you can give up in order to let him go first as a courtesy, when it's convenient and safe to do so.

In my case, I would judge who, in my opinion, would have to give up more. If I could easily let the cyclist get in front of me and then soon get back to my normal pace, I'll let him in.

If he could easily let me go first, instead of keeping me sitting behind him for the long distance, then I would not allow him to get in front of me (although I would be prepared that he, being a cyclist, would try to force his way anyway). EDIT: Saying that I would not speed up to block him. I would simply not slow down, but continue as I was going.

Please note: I don't say that I have right to decide if I let him in or not, because I drive a car and he is on the bike. It's up to me to decide, beacuse I have right of way, and It's up to me to decide if I want to give it up or not.
