Civil engineer here (with credentials). There's an (almost) endless list of considerations that have to be made before developing and designing a civil engineering scheme of any significant size, heres a few that you might not have thought about:

1. Cultural heritage
2. Landscape
3. Biodiversity
4. Geology
5. Location and topography
6. Population and health
7. Technical feasibility

In short, designing and constructing engineering solutions to the complex issues we as a society face is far more difficult than a vast majority of the public imagine, and believe it or not most of us tend to know what we're doing. I suspect that if your friend with the degree in environmental studies has any experience in industry they'll already know this.
