If they sound hollow, and you can't find studs, they've probably been refurbished with dot and dab. Therefore it's probably plasterboard with a roughly 1" gap where the adhesive is, then the original wall behind.

If so, you've got two choices. Get specific fixings for plasterboard, including ones that can grip behind in the void, or drill far enough in so that you hit the original wall and fix into that.
