Well, here is where you are wrong.

If you want to set up a shop, you don't expect the city to tell you what kind of shop they need and then pay you to set you up. Which is the case with city bike scheme in Glasgow:

The cycle scheme is Glasgow's project. Glasgow subsidized it and nextbike is just a service provider, acting on behalf of the city: https://www.glasgow.gov.uk/councillorsandcommittees/viewDoc.asp?c=P62AFQDNDN0GZ30GT1

This is a typical way of public-private partnership for such schenes. The cities can opt for subsidizing running the service so people can use it for free as in my example.
