You are correct. Short trips on the pavement cycling cautiously at walking pace is often necessary. Some junctions are just too dangerous. Charing Cross is a perfect example of this. The junction is so unsafe for cyclists that the pavements and pedestrian crossing signals have all been converted to shared use.
