Yes it completely changes the current process. Any footage uploaded will be examined by trained civilian staff who will be able to determine if the manner of driving was dangerous.

It's a dedicated team with no involvement with the local police officers.

The courses of action that can be taken is that a warning letter is sent to the registered keeper or they decide to go ahead with a prosecution. If that happens then the police officers will simply follow the procedure for that, whether its a notice of intended prosecution or a visit to the home for an arrest ( unlikely).

Police officers on the ground do not have the time or the skills to analyse the footage in detail and make decisions. This new team will be able to do that.

It's much the same as what happens in other police forces over the rest of the UK. It does mean that vigilante cyclists and members of the public could be popping up in Glasgow. Rather like Cycling Mickey that we see on YouTube. He catches motorists using mobile phones amongst other things. I presume that will be the case in Glasgow and over Scotland as well.

Personally I don't think that I will bother going out of my way to upload footage. I will play it by ear when the portal opens. Anyone who uploads does of course run the risk of having to appear in court if the driver disputes the charges. From what I can see from his videos a large proportion of the drivers admit to the offences when faced with the video evidence.
