the city centre, particularly around Central station, is unfortunately the worst part of town right now with a lot of homeless and addicts. it's always been that way to some extent but Covid has made it worse.
Also you were here during a refuse workers strike. it is generally quite bad for litter but not normally as bad as you saw.
