The correct answer is that it's hard to know currently what will and what won't be open, as this is a very unfamiliar holiday event for the city and nation.

The majority of bars and restaurants will remain open to accommodate for those who will be using the bank holiday as an opportunity to socialise etc. Same goes for supermarkets. Essential travel services will not close - trains, buses and taxis - though expect reduced service. Museums and things... It's hard to say. Museums like the Kelvingrove Art Gallery will definitely be at risk of closing for the day, I'd consult their website/social media or call them to get this information.
