While that would be extremely helpful to OP, I reckon something like the following would also suffice without all the effort: "businesses ran by the council will be closed, but there are plenty privately owned attractions that will be open, such as X and Y. There will also be nice bars and restaurants to visit."
You know, something like a helpful comment.

They mentioned one business that happens to be council owned. They're asking about attractions in general, they're not trying to tick a big to do list of council owned attractions, which no sane person has ever tried to do. Use your common sense.
