Offers over is just a way to advertise a home at less than it’s worth to drum up interest. Ignore it.

The true value of the property is in the home report aka “the home report value”. This is what the house is actually worth, and what your mortgage will be based on. You see this when you request the home report from the estate agent.

Depending on the area, and how many other people are interested, you might get it for anywhere from a few percent under to 20-30% over the home report value.
