During the council bin strikes the amount of rubbish pulled around bins in the city centre was a disgrace. You'll struggle to convince me that all of those piling coffee cups on the bins weren't on their way to a place of work with bins, where commercial waste collections were unaffected. Folk seem able to carry a container filled with scalding liquid, but as soon a it's empty, it's an unmanageable burden!
It's a societal problem, not everyone is the same, but there are enough selfish folk to make it noticeable. Same as when it snows and, rather than clear the pavement outside their house, folk shovel the snow in front of their drive onto the pavement either side.
