Yep - I also think owners and renters should take responsibility for the pavement outside their home and the close entrance.
However practically organising people to do a share is almost impossible even when it comes to communal repairs. We have had one bastard holding out £80 for a new wall (insurance agreed to pay 85%). New wall would be almost 15k but some people have no sense.
