One thought I had (before Barclay's got in on it) was using some of that spare ground at the waterfront for a secondary bus transit hub to knock off all of the southside bus traffic that has to go through the city centre to get to Buchanan station.

You know, like Glasgow used to have at St Enoch before they fucked that up too.
