These things happen. They can happen in your property if you own it.

I think the wording in the law is the land lord has to act on the issues within a reasonable time. To be fair, the time to get the plumber out is probably considered reasonable.

Being it's all water to the building you might be able to calm 96hrs of rent from them. Although, if they weren't to agree you'd have to escalate it which would be up to you if you want the hassle.
