I don't really see how being able to park close to their homes has a negative effect on people. I certainly don't think adding a yearly fee is going to improve their lives, certainly not for people who depend on their cars to work. If you want to make peoples lives better you invest in infrastructure and social security, not add some random fee that won't get invested back into the system.

This is exactly the reason why this is so annoying, instead of fixing the wider problem they're covering it up with a non-solution that has punitive measures for people that actually live here.

I don't mean this as an attack on you personally but to be honest I think the argument "but think of the poor, disabled, old" is a tad lazy. It's often used as a generic blanket statement that fails to empathise with the very same people they claim to protecting. What happens to a disabled person heavily reliant on their car? What about a family that now has an extra payment to cover, is that really in benefit of the child?
