If you can't approach them directly, could you try a letter putting across your feelings about it? If they say hello to you in the street then they may not be the absolute ultimate horrors and have a modicum of respect for others. With a letter, you at least don't have to identify yourself.

We've had never ending bad luck with noisy neighbours but with the current ones, we ended up sending a letter because they were playing music/had their surround sound up to 100 every day while we were trying to work at home. The letter actually worked and they were really apologetic and now we don't hear much from them other than the odd weekend movie.

In the meantime, keep a log of incidents, times etc and contact the council's anti social team even if they've been unhelpful in the past. If this doesn't help speak to a local Councillor or the factor of your building.

Lastly you have my sympathy because I know what you are going through and it is awful.
