If they are in any way modern, there will some catch/lever that almost certainly allows them to pivot/spin for cleaning.
It might on the inside of the frame, or under the window itself.
If there is nothing, then you are pretty much boned and will either need to DIY it or hire someone. Might work out cheaper if you and your neighbours all get them done, or you go with someone a neighbour is already using. |
