I read something a while back, relating to the London stores, that there is an element of VAT evasion that makes it worthwhile. From memory, you don’t pay VAT until your first 12 months of trading. If you close the business before 12 months, you can keep all the VAT you received without passing it on to the tax man. Reopen the next day as a new coming and repeat.

It’s attractive to landlords that can’t otherwise fill a space, to have someone in it, even if you receive no rent, otherwise you pay unoccupied rates to the council. You can still advertise the shop to let, and if a better paying tenant comes along, kick the candy shop out and move them in to you next empty unit.
