This is one of the only large open green spaces in the city centre, I don't think a private enterprise should be allowed to put a fence in and deny it to anyone. If they don't want to maintain it, sell it on to GCC.

When it was a predominately residential area they kept it open to be used, it's the businesses wanting to cut costs locking the gates.
