I think there's a huge difference in your run down person who has turned to drugs and scum who just have no desire to do anything with their life but steal and cause trouble.
I can assure that when it's on your doorstep and some wee idiots are smoking crack, scrapping and drinking in your close you don't see the charity side of it and feel sorry for them and hope they get help.
