I would try and point out to your GP that a) its a health hazard both to you and the people who care for you because they tramp it in and around your house, and b) its affecting your mental health and causing you untold stress.
I expect your GP will then contact the council on your behalf, or SAMH (a mental health organisation) on your behalf.
