I have heard the same around ‘culture’ and it’s nonsense. Many of the housing issues are partially the fault of landlords; as long as they’re receiving the rent (often in the form of housing benefit, even when the tenants are not in the country for months at a time) they don’t care.

And if you’re living in the flat, you can hardly complain if it’s falling apart and full of mould as you know you’ll be out on your arse if you do. And as you’re often working cash in hand (in a car wash or factory), you don’t have enough cash to rent privately (hence the sharing with relatives).

It’s a complex issue, and much of it is to do with poverty. It’s never good enough to blame ‘culture’.
