| Comment | For the rubbish: Contact the landlord again and inform him since it is his tenants that are causing the issues with rubbish attracting vermin, he has “give him a specific timeframe” before you contact public health. Make the contact via writing and keep copies, ideally by email. If no change, then go to public health.
If he’s still an arse then you can hint at over occupancy and whether it is legal for that many to be there. Since you’d mentioned official lines before, it might give them the kick up the arse to keep the rent coming.
Go to the family again (maybe with a box of chocolates or something to show non-hostility) with google translate open and try to find out what language they speak and explain the rubbish and noise issue. If they fob you off not helping with the effort to translate, then you know they are just being dicks and therefore a direction to go. If there is some genuine attempt then you can get some back and forth and hopefully some change. If you do get more communication going the could find out a bit more about their situation and if getting council housing or refugee charity support or some other help source would help
