Council tax just go to the GCC website and that'll let you register. Right now you may want to phone them so that you can set up for 4 installments rather than just 2 usually they give you Feb and march as a payment break but with cost of living etc it may be easier for you to spread this through Feb and march as well. Can always go back to the 10 installments from march if you want
Utilities stuff is cracked at the moment. Most places aren't letting you swap leccy/gas providers as there's not much point currently so when you find out who it's currently with contact then to say you are now the owner and to set up billing and DO NOT FORGET TO GIVE METER READINGS! Also leccy and gas shouldn't be shut off, unless they're on a pre-pay meter without credit. So they should just be working when you enter
