Comment | As someone has mentioned, in a flat building, each individual flat should have a water shut off (aka cock stop valve). Ask the current tennent where it is (also the fuse box if you don’t know), And if they don’t know and you can’t find yours, ask other people in the building. It’s often that they are in the same place in each flat. If it’s an old building (ie a Glasgow tenement) then they often aren’t the same in each flat as they would have been retro-fitted (used to be one valve for the whole building).
