More roads never ease traffic in the long term. There's a very well recorded phenomenon called Induced Demand. You build more roads, traffic reduces, so more people start driving until the new roads are just as congested as the old ones. Now you've got a bunch of expensive new roads to maintain, a bunch more cars spewing out emissions, you flattened a bunch of your city to build it all, and the traffic situation is no better.
