Yes there is a cap to induced demand, there are only so many commuters so you could eventually build enough roads for everyone who might use them. But private cars are incredibly space inefficient. To build enough roads to outstrip all possible demand of the entire population, you'd have to basically bulldoze everything that wasn't a business and replace it with roads and car parks, which makes it impossible for anyone who can't drive to get anywhere.

Alternatively, you take the tens of millions it'd cost to build that extra road infrastructure, you put that money into alternative forms of transport, which lets you move significantly more people around for the same money and space used. As a bonus, that takes cars off the road which means people who still need to drive experience less traffic. And you achieve all that without bulldozing through huge chunks of the city centre, displacing homes and businesses.

You're right about one thing though, the public transport in Glasgow isn't good enough and it's not improving fast enough. That doesn't mean the solution is more motorways, the solution is investing in more public transport.
